implemented by the federal government and the Federal Reserve during the past
three years and their impacts on the U.S. economy, both initially and

Introduction: What is
the economic meaning of a recession? Where was the economy at in early
2020 prior to COVID causing a pandemic? What is the analysis about?
A brief discussion of
the externality present and the assignment of “property rights” initially
in March/April 2020 and any subsequent changes. The externality is an
impact on a third party, not part of the initial transaction. The
government in shutting down all social interactions (business
transactions, school, work, etc.) tried to ensure minimal transmission of
